The White Paper sets out the UK Government’s 10‑year plan to reform education in England, supporting children from birth to adulthood through a broad, inclusive, high‑standards‑driven system. It responds to rising absence, declining engagement, widening disadvantage, and a SEND system under extreme strain.
It proposes three major shifts:
Narrow → Broad (richer curriculum, early years to adulthood) Sidelined → Included (SEND, white working‑class children, disadvantaged groups) Withdrawn → Engaging (attendance, parental partnership, belonging)
Beneath these shifts sit reforms to curriculum, funding, workforce, public service coordination, and system governance.
